Franck Latrémolière was a main contributor to the consultancy reports listed below.
Locational incentives under forward cost pricing (2008)
Reckon report (16 pages, PDF).
Franck Latrémolière was the main author of this paper, which explored the strengths and weaknesses of a method proposed by the G3 group of electricity distribution network operators to set the structure of electricity distribution use of system charges. More detailed summary.
Competition assessment of the proposed grandfathering rules for biomass technologies other than co-firing (2007)
Reckon report included in AnDigestion response (24 pages, 10.9M PDF).
Franck Latrémolière led the work on this paper, which provided renewable energy generator Summerleaze AnDigestion with an analysis of competition issues to support its response to a Government consultation on the "banding" of the renewables obligation scheme.
Analysis of productivity trends for Ofgem's gas distribution price control review (2007)
Reckon report on the Ofgem website (36 pages, PDF).
Franck Latrémolière led the work on this paper, which provided Ofgem with an updated analysis of productivity trends in various UK sectors, and a critique of a proposal put forward by the companies to base estimates of the rate of change of operating expenditure needs on an analysis of consumer price movements, instead of assumptions about input price and productivity trends.
Experience: Ofgem productivity trends (2007)
UKWIR/Ofwat efficiency methods (2006-2007)
Reckon report available from UKWIR.
Franck Latrémolière was a main author of Reckon's report for UKWIR on methods for relative efficiency modelling, expenditure trends studies, and the combination and reconciliation of these analyses in order to estimate the expenditure requirements to be incorporated in price controls for water and sewerage companies in England and Wales. The report reviews the approach in the Ofwat price control review 2004 and identifies possible improvements or developments for the Ofwat price control review 2009.
Experience: UKWIR/Ofwat efficiency methods (2006-2007)
FirstGroup and Greater Western merger: submissions to the Competition Commission (2005-2006)
First Reckon report on the Competition Commission website (9 pages, PDF).

Experience: Rail merger (2006)
Proposed revenue adjustment scheme to address uncertainty in electricity transmission investment (2005)
Reckon report (5 pages, PDF).
Franck Latrémolière was the main author of this paper prepared as part of the review of electricity transmission charges in Great Britain from 2007, which suggests a possible way of addressing uncertainty in investment requirements. The proposed scheme is designed to minimise the costs borne by consumers as a result of the need to reinforce transmission networks to connect new generators, particularly renewables. It seeks to limit the increased financial risks borne by companies, and the resulting financeability costs to consumers, whilst maintained the strong and consistent incentives for efficiency arising from an RPI-X price control coupled with a rolling pass through mechanism.
Philip Graf (2004) Independent Review of BBC Online
Advice incorporated within the Graf report on the DCMS website (104 pages, PDF).
The Secretary of State for Culture, Media and Sport commissioned Philip Graf to undertake an Independent Review of BBC Online in August 2003. Nicholas Francis, Franck Latrémolière and Pedro Fernandes, at a previous employer, provided advice to Philip Graf on the market impact component of that review, which is embodied in chapters 5 and 7 of the report.
Scope for efficiency improvement: uncertainties and measurement issues (2003)
Europe Economics report on the Ofwat website (49 pages, PDF).
Franck Latrémolière, at a previous employer, was the main author of this paper on the uncertainties and possible biases in the measurement of productivity trends in the water sector and in comparable industries.
Scope for efficiency improvement in the water and sewerage industries (2003)
Europe Economics report on the Ofwat website.
Franck Latrémolière and Nicholas Francis, at a previous employer, were the main authors of this report for Ofwat, which was commissioned as part of the 2004 periodic review. This report provided analysis of historic productivity trends in the water and sewerage industries and in comparable industries, and examined the implications of these trends for the potential for efficiency improvement across the water and sewerage businesses in England and Wales.
Rolling schemes in price control reviews (2003)
Europe Economics report (21 pages, PDF).
Franck Latrémolière, at a previous employer, was the main author of this report prepared as part of the review of electricity distribution price controls from 2005. The report suggests how Ofwat's rolling regime for the retention of efficiency improvements might be enhanced and applied in the context of electricity distribution.
Market definition in the media sector: economic issues (2002)
Europe Economics report on the DG Competition website (146 pages, PDF).
Nicholas Francis and Franck Latrémolière, at a previous employer, were the main authors of this research report commissioned by DG Competition of the European Commission. The report considers media market definition in detail. The report draws first on a review of the economics of the media sector to identify the methodological issues that could render market definition analysis particularly challenging and, second, on a review of the problems that have arisen in practice, in particular in published Commission decisions.
Critical review of Ofgem's consultation document on mergers in the electricity distribution sector (2001)
Europe Economics report (35 pages, PDF).
