NETA development and implementation (1998-2000)
In 1998 the Director General of Electricity Supply (Ofgem's predecessor) decided to undertake a far-reaching review and reform of the wholesale electricity trading arrangements then overseen by the Electricity Pool of England and Wales.
Franck Latrémolière was appointed as one of the members of the consultancy team responsible for developing the business requirements for the new electricity trading arrangements (NETA, which has now become BETTA).
Franck's work included:
- acting as technical secretary of industry "expert groups" on bilateral market issues, on special classes of participants and on the treatment of interconnectors;
- debating policy and market design issues, both internally within the team and with Ofgem and industry representatives;
- analysing consultation responses and taking part in oral consultation meetings with the industry; and
- contributing to drafting the Balancing and Settlement Code.
