Ofwat recommendations to incumbent water companies

Ofwat letter (about 4 pages) to incumbent water companies recommending "best practice" for the management of relations with potential new entrants using the Water Act 2003 licensing regime. This include a recommendation to publish contractual terms, waive application fees and not to request security deposits. Ofwat also states that it is "undesirable for appointed water companies to refuse to supply a customer who wishes to return to the appointed water company after having switched to receive a retail supply".

Many of the recommendations apply with immediate effect (and on an interim basis) the proposals in Ofwat's consultation on access codes guidance.
