Plans for update of passenger Schedule 8 performance regime

ORR consultation (10 pages, scanned PDF) on the scope of possible changes to the "Schedule 8" operational performance regime (delays and cancellations) for passenger train operators.

ORR proposes to focus the work on recalibrating performance benchmarks (including the sustained poor performance thresholds) and the operator-on-operator impact modelling that underpins payment rates for delays attributable to train operators, and on making any changes to payment rates that might be necessary to accommodate any revenue sharing between train operators and Network Rail.

A number of other issues are mentioned for possible consideration by an industry advisory group to be established, including the possibility of indexing payments on revenues (rather than RPI) and possible special treatment of very good overall performance, very long delays, or cancellations.
