Conseil de la concurrence opinion on football rights

Opinion (16 pages in French, PDF) of the French Conseil de la concurrence on a proposal to allow the Football "Ligue 1" clubs to enter into a five-year contract for television rights (instead of the current maximum of three years). The Conseil opposes the changes, on the grounds that the three-year system is well established and predictable and had led to some new entry in England and Germany, and that the lengthening of the contract period to five years would not be an effective way of encouraging the emergence of a serious competitor to Canal + for television broadcasting of football matches.
