Consultation on ORR's enforcement and penalties policy
ORR consultation (46 pages, PDF) on the use of its enforcement powers, including the imposition of penalties for non-compliance with licence conditions and of penal incentive regimes ("reasonable sums") to encourage compliance with regulatory orders. The document provides an overview of the relevant powers and lists the factors that ORR will take into account in making decisions. It does not cover penalties under health and safety law or under the Competition Act 1998. Responses by Thursday 9 February 2006.
