Metronet/TfL request for PPP Arbiter guidance on efficiency

PPP Arbiter notice (6 pages, PDF) that Metronet and London Underground have jointly requested "a definitive statement" on whether each of the two Metronet companies responsible for infrastructure and rolling stock used on the sub-surface lines and on the Bakerloo, Circle and Victoria lines "has performed its activities in an overall efficient and economic manner and in accordance with good industry practice". The statement is sought by 17 November 2006 on the basis of documentary evidence only. The PPP Arbiter's announcement suggests that he considers the request to be admissible and expects to meet the proposed timetable.
