Tube Lines and Metronet reclassified as public sector

Office of National Statistics notice (19 pages, PDF) explaining why Tube Lines and Metronet have been reclassified from the private sector to the public sector for the preparation of statistics about the national accounts and the public sector finances. This reclassification is with retrospective effect to the date of the PPP agreements. ONS explains that its original classification of these companies in the private sector was wrong and that it only discovered the true extent of Transport for London's special shareholding and contractual rights over the infrastructure companies during a recent review.

ONS also reclassified the Channel Tunnel Rail Link infrastructure (High Speed One) as public sector in February 2006, with retrospective effect to 1999. Network Rail is still classified as private sector.
