Procedures for seeking caps on Schedule 8 bonuses

ORR letter (12 pages, scanned PDF) setting out a systematic process to consider any requests by train operators for capping of Network Rail's bonus payments for good reliability and punctuality under Schedule 8 of the track access agreement. The letter lists types of evidence which ORR considers potentially capable of demonstrating that the incremental revenue benefits of better performance beyond a certain level are lower than implied by the Schedule 8 rates.
