Draft proposals for Abu Dhabi sewerage price controls

RSB consultation (48 pages, PDF) on price controls for the Abu Dhabi Sewerage Services Company for the period from June 2005 (retrospective effect) to December 2009. The document follows from previous consultations.

The proposals are based on prices moving in line with inflation, with the starting level of price set so as to equate the present value of revenues and cost/return allowances over the price control period. Operating expenditure is assumed to grow 5 per cent slower than inflation. Capital expenditure will be subject to ex post pass-through.

"Performance" incentives worth several million pounds are specified for submitting accounts and regulatory returns on time.
