Update on plans for debt funding of Phoenix transmission

Ofreg report (4 pages, Microsoft Word) on progress with the transfer to a debt funded entity of the gas pipeline from Ballylumford to Belfast. The paper rejects the suggestion of a stand-alone corporate vehicle, perhaps implying that NIEH (the debt-financed vehicle that now owns the gas and electricity interconnectors between Northern Ireland and Scotland) is expected to buy the assets from Phoenix.
