Ofreg's approach to electricity retail market opening

NIAER consultation (PDF, 8 pages) on settlement arrangements for full retail electricity market opening in Northern Ireland from 2007. The paper argues that a profile-based "stage 2" allocation and settlement system would be too costly to implement, and instead that all consumers wishing to switch should be required to have half-hourly metering installed. It also asserts that "energy supply companies which become energy services companies should be more competitive in the market than those who don't". No competition in metering is envisaged.
