ORR policy statement (44 pages, PDF) on enforcement of regulatory obligations outside health and safety (except fines under the Competition Act 1998, Article 81 and Article 82, for which ORR follows OFT rules). The statement largely confirms the approach proposed in the November 2005 consultation.
