Regulatory report on Northern Ireland Water's charges

Northern Ireland utility regulator report (28 pages, 22.1M PDF) on Northern Ireland Water's scheme of charges for the current financial year (2008/2009). The report is dated September 2008 but was apparently scanned (with inappropriate scanner settings) on 6 November 2008. It relates to the March 2008 decision of the regulator to approve the scheme of charges.

The main concern raised by the regulator about the charges is that trade effluent charges are “lower than they should be” and “other customers may therefore be subsidising this customer group”. There is some information about the basis for this claim on pages 19 and 20.
