Regulatory policy for railway network enhancements

ORR policy (66 pages, PDF) on arrangements for the planning, funding and carrying out of railway infrastructure enhancements. The policy focuses on regulating Network Rail's behaviour and the terms and conditions that it uses to allocate responsibilities and risks between itself, users and any third-party promoters of enhancements. More detailed "guidelines for investment" are promised by the end of 2005.

The possibility of mandating access to existing Network Rail infrastructure for third-party promoters of enhancements is only held out as a threat to be considered by ORR "if the framework set out in this document fails to address the barriers to efficient investment".
