Consultation on Scottish Water charging bases

Scottish Executive consultation (20 pages within a 76-page PDF) on changes to non-measured Scottish Water charges for non-household premises. Almost all such premises are to be compulsorily metered by 2009. Rateable value would cease to be used as a basis for water, sewerage and surface drainage. Charges for premises where it is not reasonably practical to fit meters would be assessed on the basis of estimated consumption volumes. Surface drainage charges would be based on a surface area measure from 2010. Road drainage charges would remain based on rateable value.

All these charges are to be levied by Scottish Water on retailers, which will be free to set their own prices from April 2008.
