GNER is in the public sector; franchise premia are taxes
Office of National Statistics decision (10 pages, PDF) to:
- Treat GNER as part of the public sector from 10 December 2006 (when the franchise was converted into a management contract with the operations substantially under Government control) until the franchise ends on 9 December 2007.
- Reclassify franchise premium payments from any train operating company as a tax (instead of a rent earned by Government) from the beginning of the Railways Act 1993 franchising system in 1996.
