DTI consultation on changes to the renewables obligation

DTI consultation (68 pages, PDF) on the implementation of changes to the renewables obligation proposed in October 2006. Implementation would not take place until April 2009.

The paper provides no substantive discussion of State aid compliance for its proposals: it only notes that their implementation would be conditional on State aid approval by the European Commission. The paper also ignores Ofgem's proposal to replace the renewables obligation with a system that would better ensure that renewable generators are not overcompensated.
