Guidance on appeals to ORR under EC access regime
ORR guidance (42 pages, PDF) on its procedures for enforcing the access rights to railway facilities granted by the Railways Infrastructure (Access and Management) Regulations 2005, which came into force on 28 November 2005 to implement EC directives. These new procedures are only intended to be invoked in cases where the existing access regulation regime under the Railways Act 1993 or dispute resolution procedures under contractual access conditions do not provide a procedure to enforce the relevant rights. This version is a revision of the initial ORR guidance.
