NIAER/CER proposed statement of objectives (5 pages, PDF) for the inclusion of start-up and no-load costs in the pool price. These high-level principles are being proposed more than six weeks after the regulators published algebra for a preferred method of calculation. Responses by Monday 31 July 2006 (5 pm).
