WICS wants Scottish Water to be privatised

Article in The Scotsman reporting that Sir Ian Byatt, chairman of the Water Industry Commission for Scotland, has argued for private financing of Scottish Water. The structure advocated by WICS appears to involve private debt funding for Scottish Water itself (the company with the statutory duty to operate the network), and the sale of a majority shareholding in the licensed retail business (which would serve business customers only, as the Water Services etc. Act (Scotland) 2005 prohibits anyone other than Scottish Water from supplying water or sewerage services to dwellings in Scotland using Scottish Water's network).
