Planning process for Network Rail price control review

ORR letter (6 pages, PDF) setting out expectations for the preparation of Network Rail's initial strategic business plan as part of the process for setting revenue limits to apply from 2009. ORR asks for expenditure plans both under a scenario involving "reasonable projections" of demand growth and under a base service scenario essentially limited to growth that would be "self-financing". The reasonable projections must be based on a "consensus view" (there is no mention of the possibility of using demand forecasts implied by successful franchise bids) and Network Rail must assume the continuation of the current structure of charges to determine whether growth would be self-financing.
