NAO report on West Coast Route Modernisation
National Audit Office report (51 pages, PDF) on the economy, efficiency and effectiveness of the SRA's and Department for Transport's oversight of Network Rail's West Coast Main Line upgrade project.
Most of the recommendations in the report are directed at the Office of Rail Regulation: NAO would like ORR to "ensure" that Network Rail adopts particular management practices.
