Grounds for clearance of Arriva's take-over of MK Metro

OFT decision (about 5 pages) to allow Arriva's purchase of MK Metro (Premier Buses Limited), a bus operator in and around Milton Keynes. The few overlapping point-to-point flows are considered not to lead to a substantial lessening of competition for passengers on the basis of a lack of third-party concerns, continued competition from other operators, and the likelihood that the revenues on which competition would be removed are not large enough to cause changes in behaviour. For tendered services the OFT could find no evidence of competition between the parties before the merger, and identified sufficient continued competition from other operators to prevent any substantial lessening of competition.
