Regulation of independent electricity distribution networks

Ofgem's proposals (PDF, 51 pages) for the development of a long-term regime for independent electricity distribution network operators in Great Britain. The paper favours setting price limits on the basis of the incumbent distributor's prices, but with a floor and ceiling on variations over the next 10 years. Responses by Friday 18 March 2005, workshop on contractual issues on Tuesday 15 February 2005.
