NAO report (47 pages, PDF) on the creation of Ofcom through the merger of several regulatory bodies, subtitled "wider lessons for public sector mergers of regulatory agencies". The report includes a five-phase "good practice" guide. KPMG developed a "performance measurement framework" for public sector mergers.
