Regulatory impact assessment on timing of digital switchover

DCMS regulatory and environmental impact assessment on timing of digital switchover (PDF, 47 pages). The report considers various costs and benefits associated with alternative timing options for the completion of digital switchover (i.e. the termination of analogue terrestrial TV transmissions). It includes sections on direct costs to consumers, such as the costs of buying new reception equipment, as well as on competition and on equity and fairness. The Secretaries of State for Culture, Media and Sport and Trade and Industry declare that, having read the RIA, they are satisfied that the benefits of the switchover timetable justify the costs. The report states that the timetable has been confirmed, but invites views on the impact assessment itself.
