Transmission losses in the all-Ireland electricity system

CER/NIAER consultation (33 pages, PDF) on the treatment of transmission and distribution losses in the future common electricity trading and settlement area for Northern Ireland and the Republic of Ireland. The decision to use locational transmission loss factors has already been made and the paper focuses on possible ways of calculating these factors in a consistent way across Ireland whilst maximising the re-use of existing systems and procedures. The new system is likely to be based on the existing procedures from the Republic, where locational transmission loss factors are already in use, but the paper rejects the case for transitional grandfathering or phasing in of the new arrangements.
