European Commission and copyright collecting societies
European Commission staff working document (PDF, 60 pages) proposing that music rights-holders should be able to authorise a single collecting society of their choice to manage licensing of their works to online music services across the European Union. The paper claims that "action is required at EU level because revenue achieved with online content services in the US in 2004 was almost eight times higher than online content revenue produced in Western Europe".
