OFT grounds for clearing Govia/London Midland

OFT decision (8 pages, PDF) not to refer the award of the West Midlands passenger rail franchise (made up of Silverlink and Central Trains services and now branded London Midland) to Govia. Some overlaps were identified but not considered to have a material effect on competition as other operators provided a competitive constraint or they involved tendered bus routes with fares and service levels set by a local authority. Merger control applies to this transaction under the GB passenger rail franchise merger control rules.
