G3 consultation on distribution charging structure

Consultation (64 pages, PDF) by ScottishPower EnergyNetworks, SSE Power Distribution and E.ON Central Networks on a method for setting the structure of electricity distribution network charges. This implements the long-run average reinforcement cost model approach suggested by the ENA in December 2006.

The main issue for consultation is the modelling of reinforcement costs. At the EHV level, the model forecasts reinforcement needs using an AC load flow analysis based on capacity and demand data and on demand growth assumptions. At lower voltages, the forecasts are based on extrapolation of past reinforcement costs.

Responses by Friday 29 June 2007. A workshop is to be held at East Midlands Airport on Wednesday 13 June 2007.
