Timetable for ORR's study on rolling stock leasing
ORR paper (11 pages, PDF) setting out the scope and provisional timetable for its investigation into passenger rolling stock leasing markets under the Enterprise Act 2002.
Provisional findings for consultation are scheduled for November 2006. The study is to focus on:
- whether there are factors, possibly including the Government's franchising process and the current rolling stock maintenance regime, which tend to restrict entry or competition;
- the extent to which measures of profitability can be used to make inferences about the competitiveness of rolling stock markets; and
- "the scope for greater competition".
Short notice period: A deadline of Friday 14 July 2006 has been set for third parties "to register interest".
