NAO review of the OFT's competition enforcement work
National Audit Office report (52 pages, PDF) on the value for money of the Office of Fair Trading's work on enforcement of Article 81, Article 82 and the Competition Act 1998.
The study seeks to answer the question "is the OFT an effective competition authority?" and considers:
- whether the OFT has a coherent competition enforcement strategy;
- whether competition case work is carried out effectively; and
- how the OFT is measuring and reporting the result of its competition enforcement work.
The NAO identifies some shortcomings in the OFT's work, in particular some very long timescales, a lack of senior input in cases, and a lack of openness in dealings with affected parties.
