ORR consultation on charges for freight-only line costs
ORR consultation (12 pages, PDF) on the allocation of up to £15.3 million a year of estimated costs of freight-only terminal lines. This would be charged to coal and spent nuclear fuel traffic only.
ORR proposes to use line-by-line modelling of costs to allocate the freight-only terminal line charge between coal and nuclear fuel, and then to allocate the resulting amounts between operators on the basis of traffic across the whole GB rail network (through a variable charge uplift, with Network Rail retaining over- or under-recoveries due to traffic forecasting errors).
