Jurisdictional dispute over public sector information

Report (17 pages, PDF) of the Review Board of the Advisory Panel on Public Sector Information on OPSI's investigation of Intelligent Addressing's complaint against Ordnance Survey about terms offered for use of the Address Point database. The report finds that Ordnance Survey's Address Point product was not part of its "public task", was covered by Royal Mail's copyright, and that The Re-use of Public Sector Information Regulations 2005 did not apply to the terms on which it was supplied. The Review Board concludes that the issues in dispute should have been investigated by the OFT or taken to court under the Competition Act 1998 or Article 82, rather than investigated by OPSI.
