ORR requires bottom-up calculation of performance targets

ORR letter (2 pages, PDF) notifying the industry of a supplementary note in its local output commitments criteria requiring Network Rail to base contractual performance commitments on a bottom-up projection of future performance improvements. This appears to confirm that the reason for the rejection of Silverlink's appeal against a performance commitment in December 2005 was that there was enough bottom-up analysis in the setting of that commitment, and not that a mainly top-down allocation of a national target is an acceptable approach by itself.
