Transmission charging for distributed generation

Ofgem consultation (58 pages, PDF) on "enduring" transmission charging arrangements for distributed generation. The main issue appears to be the possibility that some grid supply points (GSPs) become net exporters to the transmission system if there is a lot of distributed generation on the local distribution network, whereas transmission access charges are currently based on peak-time (triad) demand. Seven options are put forward by Ofgem. Responses by Friday 9 December 2005.
