ORR conclusions on catastrophe insurance

ORR decision (5 pages, scanned PDF) to reject a Network Rail proposal to centralise compulsorily the purchase of catastrophe insurance for the rail industry. Operators remain free to decide for themselves how to meet the requirement of maintaining cover for £155 million (or in some cases a lower number agreed by ORR).
