BBC responds to Charter review Green Paper

BBC response (PDF, 105 pages) to the Government Green Paper "A strong BBC, independent of government" on the review of the BBC Charter. The response was presented at a Westminster Media Forum seminar on Tuesday morning, in which Michael Grade, BBC Chairman, confirmed the BBC's support for the proposals in the Green Paper on the creation of the "BBC Trust", and the BBC discussed its commitment to more creative competition between in-house and independent production. Market impact was not discussed in any detail at the seminar, but the BBC response opposes the Government's proposal that Ofcom should provide the market impact assessment as part of the Trust's review of proposed new services: the BBC has "serious concerns" that Ofcom may have — or at least be perceived to have — a conflict of interest in relation to the sectors it regulates; the BBC favours an assessment by a third party.
