Review of Network Rail's revenue requirements 2009-2014
ORR consultation (50 pages, PDF) on the review of Network Rail's revenue requirements and overall level of access charges to take effect from April 2009. Responses by Friday 4 November 2005.
ORR will publish an initial analysis of outputs, efficiency and ongoing expenditure requirements and a consultation on the financial "framework" in late 2005. The notice of review is expected to be issued early in the 2007-2008 financial year, ORR's draft conclusions in June/July 2008 and ORR's final conclusions in October 2008. Network Rail will be asked for an initial submission in June 2006 and a detailed submission in October 2007. Ministers will be asked for their output requirements and "statement of funds available" in June/July 2007.
