ORR emerging conclusions on Schedule 8

ORR letter (PDF, 12 pages) setting out ORR's emerging view that possible changes to compensation arrangements for TOC-on-TOC delays and the removal of payments to Network Rail for above-benchmark performance should not be pursued. Proposals to recognise possible non-linearities in the response of farebox revenues to good punctuality performance will however be investigated further. The letter also reports a slight delay to the review timetable: draft conclusions are now expected in May and final conclusions in August 2005.
