Ofcom/DTI guidance on (against) municipal broadband

Ofcom/DTI non-statutory guidance (9 pages, PDF) to the Governments of Wales, Scotland and Northern Ireland, English regional development agencies, and local authorities, on public funding of broadband infrastructure. The paper lists a number of reasons why such funding should not be pursued. The EC State aid rules are mentioned at the outset but do not appear to be the only (or the main) standard against which the authors of the paper suggest that public funding of broadband infrastructure needs to be justified.
