Draft guidance on State aid for research and development

DG Competition consultation (38 pages, PDF) on a proposed revision of the 1996 rules for the analysis of whether State aid is justified by research, development or innovation objectives. The document argues that the possibility of knowledge spill-overs and information barriers to the organisation and financing of research, development or innovation provides a basis for a State objective to encourage a greater amount of such activities. It then suggests aid intensity thresholds below which aid is considered likely to be proportionate to these objectives, and likely not to adversely affect trading conditions to an extent contrary to the common interest. A block exemption for simple cases will be developed later. Responses by Friday 13 October 2006.
