ORR conclusions on structure of costs and charges review

ORR report (31 pages, PDF) bringing to an end the review of the structure of costs and charges. The ORR has decided not to make changes to the structure of track access charges until April 2009, the expected implementation date for the next review of the overall level of Network Rail's access charges for both passengers and freight.

The decision to do nothing is mainly on the grounds of lack of information about costs and cost causation. Work on these issues, including on developing "a method for basing local decision-making on accurate information about infrastructure-related costs associated with changes in the provision of train services at a local level", will continue as part of the full periodic review.

ORR has also released a letter (2 pages, PDF) to the Scottish Executive confirming the basis for the allocation of Network Rail's financing costs between Scotland and the rest of Great Britain, in connection with the devolution of rail powers; and a number of technical consultants' reports (see links at the bottom of this page).
