Further delay for East Coast Main Line access rights

ORR statement of 16 February 2006 (halfway down the page) following representations made on its draft decision of 27 January 2006 proposing to direct Network Rail to offer access rights to Grand Central, and to delay a decision on GNER's request for additional capacity (which appears to have been a condition for the level of franchise payment announced by the Government when the GNER franchise was renewed). The ORR statement reads: "We have received many representations on our "minded to decision" and established that there are some issues which need further discussion and clarification. As a result we do not expect a final decision until mid March."

Grand Central's current application (16 pages, PDF) dates back to February 2005. ORR had previously delayed a decision in August 2005, blaming lack of information from Network Rail. Network Rail provided a draft capacity study in December 2005. A list of case documents is available from the ORR website.
