Treatment of Network Rail underspends: ORR policy

ORR statement (35 pages, PDF) on its approach to monitoring Network Rail's spending and efficiency improvement, and its intended treatment of any underspend in future reviews of infrastructure charges. This policy statement is similar to the June 2005 consultation document. ORR proposes to treat scope reductions as de-scoping/deferral unless Network Rail can convince its rail reporters (independent consulting engineers) that they represent scope efficiencies.
