British Energy proposal (5 pages, Microsoft Word) to introduce zonal transmission loss factors in electricity settlement in Great Britain. The proposal differs from P198, P200 and P203 by using an allocation of total heating losses rather than a marginal loss factor as the basis for the transmission loss multipliers; this ensures that no negative losses are allocated and is expected to lead to less re-allocation of profits between Northern and Southern generators.
