More delay in making transmission offers

Ofgem letter (6 pages, PDF) to National Grid allowing further delay in the making of offers for connection to the Scottish transmission networks to a number of existing users (mostly wind farms) whose original connection agreement was made in late 2004. The letter reports National Grid's view on the reasons for, and consequences of, these delays, as a basis for Ofgem's decision not to exercise its punishment powers. It does not report Ofgem's own assessment of the causes or consequences of the delays or any analysis of whether the BETTA arrangements and the interface between transmission businesses are working satisfactorily.
