Draft recommendation for P217 (real-time tagging)

Draft report (22 pages, PDF) by the BSC Panel on the P217 proposal to use real-time tagging of actions by grid control staff to set wholesale electricity cash-out prices.

The proposed recommendation is to implement that change, but not to move further towards a marginal price by reducing the "PAR" parameter as RWE Npower had suggested. (RWE wanted to undo P205 and restore the original P194 parameter.)
