Competition rules for gas and electricity connections

Ofgem consultation (63 pages, PDF) on possible changes to the rules governing competition and contestability in gas and electricity connections. This follows from an initial consultation in May 2006.

The main proposals for electricity are to introduce performance standards to control speed and quality of service for non-contestable services provided by DNOs to other connections providers, and to enhance the ring-fence between DNOs and their connections businesses. Ofgem also suggests ways of reducing DNOs' discretion as to the level of charges for non-contestable work, and the possibility of capping one-off connection charges to end users. The future development of a service level agreement for unmetered connections (street furniture) is also discussed. Responses by Tuesday 31 October 2006.
